Problems of juvenile behavior are engrossing attention throughout the world. Children, being less numerous proportionately than adults in the population, have more attention given to their problems and difficulties. The larger percentage of older persons in the community evidence considerable concern over the alterations in juvenile behavior. All too frequently persons with more maturity of age than of reason dogmatically state that the cause is A or B, or X or Y, and that its prompt removal will cure all the difficulties in the juvenile approach to life.

Some attribute all juvenile misbehavior entirely to mental deficiency, others to disturbances of the thyroid gland, to parental inadequacy, to the diminished authority of religion, or to some other single factor. Just as all behavior is the total response of individuals to life and living, so all unacceptable behavior must be regarded as a response to all the internal and external stimuli . . .
