Since the publication of my May 1991 article on the emergency of child abuse and neglect,¹ the Secretary of Health and Human Services and Congress have been provided with the second report by the US Advisory Board on Child Abuse and Neglect that laid out the steps necessary for the federal government to improve its efforts in the area of child abuse and neglect.² These are as follows:

1. The development and implementation of a national child protection policy. Nowhere is such a policy written and it is suggested that the United Nations Convention on the Rights of the Child could provide a good framework for such a policy.
   
2. The implementation of programs to prevent and reduce child maltreatment by strengthening neighborhoods and families.
   
3. The provision of a new focus on child abuse and neglect. This would mean shifting the focus of funding from a single
