Sir.—The May issue of AJDC was depressing to say the least. The problems were well elucidated by all of the authors, but when it came to offering solutions, it was a different story. Some offered no concrete plans for improvement. Those with proposals did not come to a consensus. Surprisingly, I found the recommendations offered by Steve Kohl, MD, an infectious disease researcher, to be the broadest and most sensible of them all.

It seems to me that it is time for another White House Conference on Children and Youth that would, I hope, make recommendations for a major overhaul in the way our country is dealing with this problem. Certainly, the "defense" of our children is every bit as important as, if not more important than, the defense of our country with our tremendous expenditures for the military. . . .
